Redevelopment of former corrections facility offers jobs, community investment

Michigan Land Bank approves deal with local construction technology company

LANSING, Mich.— A multi-phase redevelopment agreement has been signed with North Bay Investment Group to repurpose the 179-acre former Camp Pugsley Correctional Facility into the new home for Inphastos, a local construction technology startup. This agreement comes after ongoing collaboration between Michigan Land Bank, Grand Traverse County and Fife Lake Township officials who partnered to make their community goals a reality.

“This is a big win for the Michigan Land Bank – because it’s the first state surplus property we’ve executed a development contract on – and for the community as this redevelopment will bring new jobs and life into a property that has sat vacant since 2016,” Michigan Land Bank Director Josh Burgett said.

The developer has agreed to purchase the property for $1,160,000, with plans to bring an estimated 150 jobs to the area.

“This move not only helps our Inphastos team build our advanced technology construction model, but also focuses on significant financial investments and jobs for the community – a win for all of us,” Inphastos CEO, Paul Bandrowski said.

The project is slated to be completed in three phases starting with retrofitting the existing Camp Pugsley in 2019 and continuing buildout efforts for their high-tech manufacturing facility over the next four years.

As part of the agreement, Michigan Land Bank will also convey the existing gun range on the Camp Pugsley property to Grand Traverse County for $1.00.

“We are thankful for the generosity and hard work from the Michigan Land Bank to ensure this vital piece of property can be used– without putting a strain on our already tight budgets – by our sheriff's deputies for ongoing training and development,” Grand Traverse County Administrator Nathan Alger said.

Fife Lake Township officials have been instrumental in rezoning the property for commercial use.

“Knowing how much value this development will bring to our residents and community as a whole, we’ve been working diligently with our planning commission to update our zoning ordinance to fully embrace this project,” Fife Lake Township Supervisor Linda Forwerck said.
