Solid Waste Operating License Application with Instructions

  • The Perpetual Care Fund Maximum Amount for July 1, 2020 - June 30, 2021 for Solid Waste Landfills is $2,351,000.  For certain Type III landfills, the PCF maximum is $1,176,000.  Once a facility has reached the PCF maximum, no further deposits are necessary through June 30, 2020.
  • Use the Inflation Adjustment Factor of 2.034 for Existing and New Type II Landfills for July 1, 2020 through June 30, 2021.
  • Landfill owner/operators will utilize Form B for adjusting closure costs. On Form B of the Operating License Application: Line 18 - insert the inflation factor of 423, Line 19 - insert the base year inflation factor index of 208, and on Line 20 - insert the inflation factor of 2.034.
  • Landfill owner/operators will utilize Form C of the Operating License Application - Post-closure Cost Estimate for adjusting post-closure costs to account for inflation.  On Form C: Line 20 - insert the inflation factor of 423, Line 21 - insert the base year inflation factor index of 208, and on Line 22 - insert the inflation factor 2.034.

Annual Reports of Solid Waste Landfilled in Michigan

EGLE is excited to announce that the Solid Waste Program is switching to online reporting for Landfill quarterly and annual surcharge reporting, as well as annual landfill reporting in 2021. Information may be found on the Solid Waste Program website as it becomes available.

This form/survey shall be used by all landfill types to determine Perpetual Care Fund deposits; solid waste surcharge payments; and waste receipt data as required by Part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended.
