FEMA to Begin Joint Preliminary Damage Assessment for Bay, Gladwin, Isabella and Midland Counties

Gov. Rick Snyder today requested the Federal Emergency Management Agency (FEMA) conduct a joint Preliminary Damage Assessment (PDA) with state and local officials to review damages and response costs caused by last week’s torrential rain and flooding in Bay, Gladwin, Isabella, and Midland counties.

This request was granted by FEMA and is the next step in the process of asking for federal assistance.

“We are committed to using every avenue possible to help our residents in Bay, Gladwin, Isabella and Midland counties,” Snyder said. “A joint assessment confirms reported damages, which helps makes our case for federal assistance. There is a critical path to follow. This is the next step in the potential request of a Presidential Disaster declaration.”

The joint PDA teams will be comprised of personnel from FEMA, the Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD), local governments and the U.S. Small Business Administration.

Joint PDA teams are expected to begin gathering information in impacted communities as early as next week. They will spend several days collecting estimated response and recovery costs with a focus on the number of damaged buildings, displaced individuals and threats to health and safety.

State and local officials are providing assistance in the affected areas and remind residents and business owners to exercise caution as they continue with the cleanup process.

About the Disaster
Lt. Gov. Brian Calley declared a “state of disaster” on June 23 for Isabella and Midland Counties and the declaration was amended on June 28 to include Bay and Gladwin counties. By declaring a "state of disaster," the state of Michigan will make available all state resources in cooperation with local response and recovery efforts in the disaster area as outlined in the Michigan Emergency Management Plan. The declaration authorizes the MSP/EMHSD to coordinate state efforts.
