    Lifeline is both a state and federal program that provides discounts on telecommunications and broadband service to certain qualifying low income customers. All providers of residential basic local exchange service in Michigan are required by Section 316 of the Michigan Telecommunications Act to offer these voice discounts to qualified low income consumers.

    Providers of Lifeline services must use the Michigan Lifeline Eligibility Database to verify customer eligibility for state specific discounts.
