MPSC approves Detroit Thermal service to 9 Bedrock locations

LANSING, Mich. – The Michigan Public Service Commission today approved an agreement allowing Detroit Thermal LLC to supply steam service to a company that manages property and buildings in Detroit.

Detroit Thermal will provide steam for up to 25 years to nine downtown locations controlled by Bedrock Management Services LLC (Case No. U-20459).

The settlement agreement will not change the rates Detroit Thermal charges its customers.

Detroit Thermal generates steam that is mainly used for heating and cooling commercial buildings, manufacturing sites, and public facilities in Detroit.

Electric providers will be allowed to use an approved protective order and nondisclosure certificate when filing state reliability mechanism capacity demonstration filings for the 2018-19 through 2021-22 planning years required by Public Act 341 of 2016 (Case No. U-20154). The protective order balances the needs of the companies and the parties to collect, maintain, and use the confidential information while maintaining the confidentiality.


The MPSC approved settlement agreements for gas and power supply cost recovery factors for three utilities. The factors reflect the cost utilities pay to buy natural gas and other fuels to produce power.

  • Presque Isle Electric & Gas Co-Op: Gas cost recovery factor of $0.4154 per hundred cubic feet for April 1, 2019, to March 31, 2020 (Case No. U-20243).
  • Northern States Power Co.: Power supply cost recovery factor of $0.00558 per kilowatt-hour for 12 months ending Dec. 31 (Case No. U-20225).
  • Wisconsin Electric Power Co.: Power supply cost recovery factor of $0.00191 per kilowatt hour for service to Tilden Mining Co. from Jan. 1 to May 31 (Case No. U-20231).


Xclutel LLC, has been granted a license under the Michigan Telecommunications Act to provide basic local exchange service in Michigan (Case No. U-20301). Xclutel intends to operate in areas served by AT&T Michigan, Frontier North Inc., and Frontier Midstates Inc.
