Mid-Michigan Physician Summarily Suspended for Overprescribing Controlled Substances

March 4, 2019 – The Department of Licensing and Regulatory Affairs (LARA) served an order summarily suspending the medical license of Steven Alan Owens of Mason for overprescribing controlled substances. The Michigan Public Health Code provides for summary suspension of licenses when the public health, safety, or welfare requires emergency action.

LARA also served an accompanying administrative complaint against Owens detailing his prescribing behavior for other than lawful diagnostic therapeutic purposes and his failure to conform to minimal standards of acceptable practice. Specifically, Owens:

  • Prescribed two undercover patients with controlled substances despite neither indicating that they were experiencing or suffering from pain.
  • Frequently prescribed controlled substances generally of high street value and high potential for diversion or misuse between January 2017 and January 2019.
  • Failed to check the Michigan Automated Prescription System (MAPS) before prescribing controlled substances as required by law.

Additionally, LARA’s administrative complaint alleges that Owens failed to respond appropriately to signs of medication abuse, failed to adhere to accepted controlled substance prescribing standards, and engaged in fraudulent billing practices.

LARA’s investigation into the licensee was completed jointly with the Health Care Fraud Division of the Department of the Attorney General.

An order of summary suspension is a temporary measure to immediately protect the public and not a final determination that a licensee has violated the Public Health Code.
