WHEREAS, April is celebrated annually as National Safe Digging Month; during this time, many digging projects, small and large, begin for Michigan residents, excavators and farmers; and,
WHEREAS, every year, thousands of gas pipeline leaks occur when individuals or companies fail to follow safe digging processes, sometimes with tragic consequences; and,
WHEREAS, led by the Common Ground Alliance, "Call Before You Dig" is a national campaign that encourages individuals or companies considering any type of digging project to call 811 for assistance before they begin; and,
WHEREAS, 811 is a federally mandated, national number created to help protect citizens from unintentionally hitting underground utility lines while working on digging projects that range from planting a tree to building a deck; the toll-free, easy-to-remember phone number connects Michigan residents to MISS DIG System Inc. to request marking of underground and overhead utilities at least three days before digging projects begin; and,
WHEREAS, in the effort to reduce underground utility and pipeline damages, MISS DIG System Inc., Consumers Energy, DTE Energy, SEMCO Energy, TransCanada Pipeline and other Michigan utilities along with the Michigan Infrastructure and Transportation Association, Michigan Public Service Commission and other individuals and community leaders are working diligently to promote the "Call Before You Dig" campaign; and,
WHEREAS, during this month, we raise awareness of the importance of pipeline safety education in Michigan and throughout the U.S.; we remind all Michiganders to call 811 before they begin any digging project;
NOW, THEREFORE, I, Rick Snyder, governor of Michigan, do hereby proclaim April 2013 as Safe Digging Month in Michigan.
