Licensing transfers to LARA from Civil Rights

LANSING, Mich. – Lt. Gov. Brian Calley today signed an executive order to help streamline the sign language interpreter certification process in Michigan.
Executive Order 2017-8 transfers certification and rulemaking authority for interpreters to the Michigan Department of Licensing and Regulatory Affairs from the Michigan Department of Civil Rights’ Division on Deaf, DeafBlind and Hard of Hearing.
“Strengthening and streamlining the interpreter certification process will help us better serve the deaf, deafblind and hard of hearing community in Michigan,” Calley said. “LARA’s expertise in licensing and certification makes the department a natural choice to handle certification, ensuring we maintain high standards for qualified interpreters in our state.”
This move allows the Department of Civil Rights to focus more on its mission to protect and assist all deaf, deafblind and hard of hearing persons, as well as educating the public, state agencies and other stakeholders as to the needs of this population.
Under the executive order, certification will be overseen by a nine-member advisory board, structured similar to other licensing boards. The board will make recommendations on all matters related to interpreter certification.
Article V, Section 26 of the Michigan Constitution gives authority to the lieutenant governor to sign executive orders when the governor is out of state.
