Eligibility Information

The categories of organizations that are eligible to participate in the State of Michigan Federal Surplus Program are:

1.  Local governments and their subordinate units.  Examples:  counties, cities, townships, police departments, fire departments

2.  State universities, state colleges, community colleges, public school districts

3.  Certain nonprofit organizations may participate in this program.  They may be:

a.  Educational in nature, licensed or accredited by the State Department of Education
b.  Health care providers, licensed by the State Department of Community Health or Department of Labor and Economic Growth
c.  Provide services through the Older American Act and receive funding for the services offered
d.  Service educational activities such as Junior ROTC units, scouting programs, or military schools
e.  Providers of assistance to the homeless/impoverished.  Examples:  homeless shelters, soup kitchens
f.   Small Business Administration (SBA) Section 8(a) Business Development 

Application for Eligibility Supplement Information

All agencies/organizations must submit an application form DTMB-0292

The agencies/organizations listed below require additional information to be submitted.

Nonprofit Health:

  • Copy of license, accreditation, or approval.
  • Expiration date license, accreditation, or approval.
  • Narrative of organization that includes staff, persons served, facilities, and general operations of program.
  • IRS 501c ruling.

Nonprofit Education:

  • Copy of license, accreditation, or approval.
  • Expiration date license, accreditation, or approval.
  • Narrative describing courses offered, enrollment, facilities, and staffing.
  • IRS 501c ruling.

Volunteer Fire/Rescue:

  • Charter or approved by proper governing authority.
  • Proof of public funding for fire/rescue.
  • IRS 501c ruling.

Older Individuals:

  • Proof of Older American Act funding.
  • Narrative of organization that includes staff, persons served, facilities, and general operations of program.
  • IRS 501c ruling.

Public Agencies:

  • Proof of public agency status.

Museums:

  • Narrative describing staffing, hours open to the public (1000 hours a year).
  • IRS 501c ruling.
  • Proof of approval as a SEA.
  • Written verification from SBA.

Homeless:

  • Public recognition as homeless help provider.
  • IRS 501c ruling.
  • Proof of population served is homeless or below poverty level.
  • Articles of incorporation/bylaws.
  • Narrative of organization that includes staff, persons served, facilities, and general operations of program.

Impoverished Individuals:

  • Public recognition as impoverished help provider.
  • IRS 501c ruling.
  • Proof of population served is homeless or below poverty level.
  • Articles of incorporation/bylaws.
  • Narrative of organization that includes staff, persons served, facilities, and general operations of program.

Veteran Groups:

  • IRS 501c ruling.
  • Proof of recognition by Veteran’s Affairs under Title 38 U.S.C. 5902.
  • Narrative of organization that includes staff, persons served, facilities, and general operations of program.
